When Republicans won in 2024, they promised to use their coveted trifecta to deliver on an \u201cunprecedented and powerful mandate\u201d for President Donald Trump\u2019s agenda. With few legislative days left ahead of midterms, some argue they should have done more.\u00a0<\/p>\n

It\u2019s left some lawmakers questioning the effectiveness of their red hat-trick and whether the \u201clame duck,\u201d or a slow legislative season, has instead arrived early this year.<\/p>\n

\u201cWe\u2019ve got four weeks before the August break. We\u2019ve already wasted one of them,\u201d Sen. John Kennedy, R-La., said last week. \u201cThe House, through no fault of the speaker, [looks] like the happy hour at an airport Chili\u2019s. I\u2019m not saying the Senate\u2019s going to do any better.\u201d<\/p>\n

\u201cWe were elected to deliver what we promised the American people, not to campaign for re-election,\u201d Rep. Chip Roy, R-Texas, wrote in to colleagues this month. \u201cDelivering on decisive policy mandates is the best way to grow a majority \u2026 we simply have not done enough.\u201d<\/p>\n

While some blame Democrats or intraparty disagreements between the chambers, others chalk it up to reality: Even with a GOP majority in both the House and Senate and the help of a Republican White House, or a \u201ctrifecta,\u201d legislating isn\u2019t easy.\u00a0<\/p>\n

\u201cOur founders made it hard, and we\u2019ve embodied that,\u201d said Rep. Don Bacon, R-Neb., who\u2019s retiring at the end of this term. \u201cThe founders made it very hard to \u2026 pass things unless there\u2019s consensus. Madison would be proud of the work he did.\u201d<\/p>\n

Many things have caught both Speaker Mike Johnson, R-La., and Senate Majority Leader John Thune, R-S.D., unawares in the past year and a half. Though Republicans have muscled through key priorities via the reconciliation process, variables like slim majorities in both chambers, Freedom Caucus rebellions, the longest partial government shutdown in history and, recently, Trump\u2019s hyperfixation on passing a voter ID bill have complicated the GOP\u2019s blanket control.<\/p>\n

Trifecta troubles<\/h2>\n

Lawmakers still face a laundry list of \u201cmust-do\u201d items before the end of the year, including passing a national defense authorization, reauthorizing surface transportation programs, advancing a farm bill and funding the government.\u00a0<\/p>\n

Leadership is also planning for a third, and even a fourth, reconciliation package.\u00a0<\/p>\n

However, with just nine weeks of the year left with both chambers scheduled to be in D.C., the odds are stacked against Johnson and Thune to deliver even the basics, let alone more of Trump\u2019s \u201cmandate.\u201d\u00a0<\/p>\n

Alan Wiseman, a Vanderbilt University professor and co-director of the Center for Effective Lawmaking, compared the current GOP trifecta to that of 2017, the other time Trump enjoyed total control of Washington at the onset of his first term.\u00a0<\/p>\n

\u201cTrump had been elected with a pretty well articulated laundry list of things that he wanted to push forward on his agenda, most notably was repealing and replacing President Obama\u2019s Affordable Care Act,\u201d Wiseman said. \u201cIf you fast forward about 18 months later, we saw a situation in which, for all intents and purposes, with the exception of the Tax Cuts and Jobs Act of 2017, President Trump\u2019s long list of legislative-based campaign promises really hadn\u2019t gone anywhere in Congress.\u201d\u00a0<\/p>\n

That\u2019s similar to the current situation, he said, where the first reconciliation bill, or the \u201cone big beautiful bill,\u201d delivered on some Trump campaign promises, but didn\u2019t accomplish everything.<\/p>\n

Sen. John Hoeven, R-N.D., touted the party\u2019s second reconciliation bill, \u201cwhere we funded border security now for his entire term,\u201d and said there\u2019s more he\u2019d like to do.\u00a0<\/p>\n

\u201cBut obviously that\u2019s why we\u2019ve had to do things through reconciliation, because Democrats wouldn\u2019t join us,\u201d Hoeven said.<\/p>\n

Majority Leader Steve Scalise, R-La., also put the blame on Democrats, adding that Republicans are \u201cvery unified.\u201d Rep. Ralph Norman, R-S.C., a House Freedom Caucus member who is in the running for the late Sen. Lindsey Graham\u2019s seat, said the party is pushed to use the filibuster-proof reconciliation process because \u201cwe\u2019re not getting 60 votes in the Senate \u2014 that\u2019s a given.\u201d<\/p>\n

\u201cWe\u2019ve strived. I mean, have we met everything? No. But we\u2019re moving the ball forward,\u201d Norman said. \u201cThe socialist agenda the Democrats have is not acceptable. We\u2019ll fight that all day long.\u201d\u00a0<\/p>\n

And while the House GOP is moving forward with reconciliation 3.0, it again became apparent that some of Republicans\u2019 problems this Congress have stemmed from cross-chamber disagreements, as Thune on Tuesday said he would \u201chold\u201d any framework passed by his House colleagues for now.\u00a0<\/p>\n

Thune said he wants to put a stopgap funding bill on the Senate floor before his members jet for their August recess \u2014 with the hopes of preemptively staving off a shutdown in September\u00a0 \u2014 but noted he may want to use the budget resolution \u201cas a vehicle\u201d to fund the government if needed.\u00a0<\/p>\n

But that could kick that vote to September, Thune said.\u00a0<\/p>\n

\u201cIt\u2019s a possibility that, if necessary, we could pull that budget resolution passed by the House and use it to fund the government,\u201d Thune said.<\/p>\n

Can\u2019t SAVE themselves?\u00a0<\/h2>\n

At the top of Trump\u2019s \u201cmandate\u201d wish-list for Congress is a sweeping voter ID and elections overhaul bill known as the SAVE America Act, which would require proof of citizenship to register to vote. That dream bill is threatening to derail more mundane ones.\u00a0<\/p>\n

The president and the House Freedom Caucus have attempted to tie the measure to unrelated legislation as the means of a pressure campaign on the Senate, where the votes don\u2019t exist for passage.\u00a0<\/p>\n

Trump last month even canceled an event for one of the only major bills Congress has passed this year \u2014 designed to increase the supply and lower the costs of housing \u2014 and later refused to sign it because he\u2019s frustrated the Senate has not passed the separate election security bill.\u00a0\u00a0<\/p>\n

Thune said Monday, \u201cI mean, if it\u2019s anything that [the House] wants to see become law,\u201d attaching SAVE to it makes it \u201ca challenge.\u201d<\/p>\n

\u201cWe\u2019re looking for all legislative windows or opportunities to do that, but there are limitations on what we can do here,\u201d he said.\u00a0<\/p>\n

Aside from slowing down legislation, the SAVE snafu has bred a nasty blame game.<\/p>\n

\u201cSeems to me the Senate is actually controlled by the parliamentarian, not the Republicans over there,\u201d said Rep. Austin Scott, R-Ga., referring to the Senate\u2019s inability to act on portions of SAVE during the previous reconciliation round.\u00a0<\/p>\n

\u201cThe American people need to start calling their senators, because we have a Republican-controlled Senate right now,\u201d said Rep. Anna Paulina Luna, R-Fla., Tuesday. \u201cThere is zero excuse as to why the Senate is not doing what they promised to do to the American people, and also too, every single one of those senators ran on President Trump\u2019s election platform, and yet they\u2019re doing nothing.\u201d<\/p>\n

At least one Republican, Rep. Thomas Massie of Kentucky, sides with Democrats in arguing that all the blame can\u2019t fall on the minority party during a trifecta.\u00a0<\/p>\n

\u201cI think it\u2019s ironic that we control the House, the Senate, the Supreme Court and the White House, and we\u2019re yelling \u2018election fraud,\u2019\u201d Massie said in a video posted on his social media account. \u201cI mean, we won all the damn elections. \u2026 We\u2019re wasting the opportunity that the voters gave us.\u201d<\/p>\n

\u201cYou don\u2019t take responsibility for anything,\u201d House Rules ranking member Jim McGovern, D-Mass., told Republicans in a Rules meeting Monday. \u201cThis idea that somehow, you can\u2019t get anything done \u2014 but the stuff you do get done, unfortunately, is bad for the American people. But everything is somebody else\u2019s fault, it\u2019s never your fault.\u201d<\/p>\n

Sen. Thom Tillis, R-N.C., who is retiring, said the GOP \u201chad some good experiences, but the razor-thin margins could grossly overstate just how much control we have over the capital.\u201d<\/p>\n

\u201cI think if we could have just gotten some of the members to recognize some of their priorities are never going to happen \u2026 if they looked at the art of the possible and kind of moved more into the 35-yard line of conservative ideology, we\u2019d get a lot more done,\u201d he said. \u201cBut I think people are going for the end zone, and we\u2019re not near as productive as we could be.\u201d<\/p>\n
